Ghana's 20% 'Netflix Tax' Isn't New. Your Bank Is the New Part
From today, Ghanaian banks and MoMo wallets take 20% off payments for Spotify, Netflix and ChatGPT. Here's what's taxed and how to check a charge.

Short answer
Ghana didn't create a new tax today. It changed who collects one. From October 15, 2026, when you use a Ghana-issued card, mobile money account or digital wallet to pay a non-resident company for an electronically supplied service, the bank or payment provider collects 20% at checkout and sends it to the Ghana Revenue Authority. The 20% breaks down as 15% VAT, a 2.5% NHIL and a 2.5% GETFund levy. Graphic Online's example: a GH¢100 service now costs GH¢120 at checkout. Foreign providers have owed this VAT since 2022, but many weren't charging it.Source: Condia: Bank of Ghana digital service VAT · 2026-10-15; Graphic Online: Same tax, smarter collection · 2026-10-15
What changed on October 15
According to Graphic Online, the GRA's Real-Time VAT system, called Sentinel, launches today. Tax is calculated and withheld at the moment of payment by participating financial institutions. In the GRA's example, the merchant gets the GH¢100 and the payment intermediary keeps the GH¢20 and remits it. Condia reports the start date slipped: in May the GRA was planning an August start after a three-month pilot. Condia also reports that some banks have told customers the deduction is a statutory obligation, not a bank fee.

Who gets hit, and who doesn't
The charge applies only when three conditions are all true: the payment instrument is issued in Ghana, the seller is non-resident, and the service is supplied electronically. Condia lists Netflix, Spotify, Disney+, Showmax, Microsoft 365, Adobe, Zoom, Google Workspace and ChatGPT among services that may be affected, along with cloud platforms, online ads, e-learning, gaming and VPNs. Domestic payments, money sent to other people, and free use of apps like WhatsApp are not affected. Payments by SWIFT, foreign-issued cards, crypto or gift cards fall outside the real-time system, but Graphic notes they are not automatically VAT-exempt.

Will you be taxed twice?
The GRA says no. According to Graphic, if you pay through RTVAT, the merchant should not charge you the same VAT again. If a provider was already charging Ghana VAT, the new system should not add a second tax. A Ghanaian Times explainer by a technical advisor to the GRA Commissioner-General says VAT-registered foreign merchants should show prices without VAT and tell customers VAT will be added at payment. So the subscribers who see a real 20% increase are the ones whose service wasn't charging Ghana VAT before. Condia reports that in May, only about four of roughly ten identified business categories were charging it.

Tax rates are calculated based on the information you provide and the applicable rate at the time of your monthly charge.

This matters because Spotify's terms describe subscription fees as a base price plus applicable taxes, and they say tax changes are applied automatically. If you see a different total from Spotify, that is a separate tax line from any amount your bank withholds. Compare both lines on your next renewal.

What to do before your next renewal
- Watch for the bank or MoMo notification after you pay. The Ghanaian Times explainer says customers are notified by SMS when VAT is deducted.
- Compare the app's receipt with your bank statement. If the merchant added Ghana VAT and your bank also withheld 20%, that looks like double collection.
- If you think you were charged wrongly, contact the bank or e-money issuer that processed the payment. The Ghanaian Times says they have a dispute process.
- You don't need to register for anything or change how you pay, according to Graphic.

Our take: 'not a new tax' is technically right and beside the point
The GRA is right on the law, but to a Spotify subscriber in Accra whose bill jumps from GH¢100 to GH¢120, it's a price increase. Telling people a tax 'was always owed' won't make them feel better about money they never paid before. We think the bigger story is the method. Ghana has stopped asking foreign platforms to comply and turned banks and MoMo operators into tax collectors. Netflix and OpenAI can drag their feet. Your bank can't. Expect other governments to try the same thing, because payment systems are the one part of the subscription economy they can actually control.
Overrated fix: paying with a foreign card
Using a non-Ghanaian card avoids the real-time deduction, but it doesn't avoid the tax. Graphic notes that payments outside the system are not automatically VAT-exempt. Count it as a gap in collection, not a loophole you can rely on.
Optional: compare Spotify subscription listings from third-party sellers (a seller listing, not official Spotify access or an endorsement). That link carries our partner code Sk52g, which is how a purchase is attributed to this site. Promotion code UPD3S.
