One District Tried Gemini, Then Banned AI. Blame the Off Switch

Frederick County piloted Gemini, then voted 6-1 to restrict student AI in every grade. The chatbot wasn't the real failure. Control was.

Short answer

The board didn't vote against Gemini's answers. It voted against a rollout that parents didn't hear about and that teachers said they couldn't switch off.Frederick County Public Schools in Maryland put Google Gemini in front of middle and high school students at the start of this school year. Students could only use it with a teacher's permission. On Wednesday night, October 7, the school board voted 6-1 to restrict student AI use from pre-K through 12th grade. Board members complained that parents weren't told before Gemini was switched on. Educators said teachers couldn't turn Gemini off. GadgetReview also reports that board members cited AI-generated inappropriate images of students and bullying. The policy still allows AI-literacy lessons and accommodations for students with disabilities.

What actually happened

According to the Frederick News-Post's reporting, republished by GovTech on September 22, FCPS enabled Gemini for middle and high schoolers at the start of the year. Students reach it only through their district Google accounts, and other generative AI tools such as ChatGPT are blocked on school devices. Students needed a teacher's permission, mainly for AI-literacy lessons. Scott Murphy, the district's director of curriculum and instruction, said Gemini was chosen because it was the only tool FCPS had evaluated and found to meet the state's standards for safety and privacy.

A shocked person opens a classroom door as a robot leads empty student chairs inside.
The district introduced the AI pilot before many parents knew it was happening.

The problems came up at a September 9 board meeting, where educators said teachers could not turn Gemini off. Board member Jaime Brennan called the rollout without notice to parents "unbelievably frustrating." Karen Yoho said she only learned about the change at that meeting. Colt Black suggested the district move away from Chromebooks if Gemini couldn't be disabled. Asked directly whether teachers could switch Gemini off or students could opt out, Murphy didn't give a direct answer. He said those questions were under review.

FOX 5 DC reports that the board first looked at restricting only younger students. It then extended the policy through high school, citing cheating and over-reliance on the technology. The Baltimore Sun reports that teachers and the student board member pushed for the broader version, and that the vote came ahead of an October 22 state deadline. That deadline comes from Maryland's AI Ready Schools Act, which requires boards to adopt an AI policy. The one member who voted no worried that seniors would be less ready for college. District leaders have not yet said how the policy will be enforced or how the exceptions will work in classrooms.

As an administrator, you control who uses the Gemini app in your organization.

This is why the quote matters. Google's own help page puts the Gemini on/off switch with administrators, who need a specific Gemini settings privilege. Admins can scope the setting by organizational unit or configuration group. The page doesn't describe any classroom-level switch for teachers. It also says the Gemini app is available to Google Workspace for Education users of all ages, and that some features are limited to users 18 and over. In other words, the switch Frederick teachers said they couldn't find lives in the district's IT console, not in the classroom.

A cautious person holds a control key while a small robot waits behind a classroom gate.
Schools should verify that teachers can disable AI before giving students access.

The take: Gemini didn't lose this fight. Google's control model did

Notice what didn't come up: nobody stood up and said Gemini gave bad answers. The complaints were about consent, control and kids being hurt by AI images. Google sells Gemini to schools as the safe, privacy-vetted option, and in Frederick it was the only tool that passed review. That's a strong position to be in. Then it threw that position away by shipping a product whose real off switch is buried in an admin console, while the people standing in front of 30 teenagers say they can't use it. If a teacher can't confidently say "not today" to a chatbot, that chatbot doesn't belong in the classroom. Being the smartest tool doesn't help.

Overrated: the claim that the safest AI for kids is simply the one with the best privacy paperwork. Underrated: a boring, visible, per-class off switch that parents are told about in advance. And I think the board overcorrected. Extending the policy to pre-K–12 punishes seniors for an IT rollout failure. But it's hard to blame a board for slamming the door when nobody could show them a working lock. Google's push to put Gemini in every student's Docs tab is backfiring. That's because the controls are weak, not because the AI is.

Who's affected and what to do

If your child is in FCPS, or your district uses Google Workspace for Education

  • FCPS families: student generative AI is now restricted in every grade. Exceptions remain for AI-literacy lessons and disability accommodations, but the district hasn't published how enforcement or the exceptions will work.
  • If your child relies on AI as an accommodation, raise it through their existing disability-accommodation plan rather than waiting for the classroom rules to settle.
  • Ask your school whether Gemini is switched on for your child's account, and for which organizational unit or group. Google's help page says that setting is controlled by admins.
  • Ask who can actually turn it off: a teacher, or only district IT. The answer tells you how much the classroom permission rule is really worth.
  • Ask whether the district can see students' prompts. FCPS's board president said the district can review them.
  • Elsewhere in Maryland, boards face the same October 22 policy deadline, so expect policy votes or updates from other districts too.

Not a total ban

Most headlines say "ban," but FOX 5 DC notes that students won't be barred from ever interacting with AI. GadgetReview describes the policy as a restriction with exceptions, not an absolute ban. How strict it feels in practice will depend on enforcement rules the district hasn't released yet.
