Meta Halved Its Claude Coders. Is It a Warning Before the IPO?
Microsoft cut internal Claude spending and Meta halved its Claude Code users. Is this a verdict on Claude, or just Big Tech pushing its own tools?

Short answer
It's a warning about how fast big customers can leave, not proof that Claude got worse.PYMNTS, citing The Information, reported on October 5 that Microsoft cut its planned internal spending on Anthropic, which had been on track to reach about $1 billion, by roughly a third. Meta reportedly cut its Claude Code users from about 60,000 to about 30,000. In both cases the companies pushed staff toward their own tools. If you pay for Claude yourself, nothing about your plan changes because of this report.Source: Microsoft, Meta Steer Staff From Anthropic's Claude to In-House AI (PYMNTS) · 2026-10-11
What was actually reported
According to PYMNTS, which cites The Information, Microsoft had been on track to spend about $1 billion this year on internal use of Anthropic technology. That included Claude Code, Claude models inside Microsoft's Copilot, and Claude Mythos. Microsoft has since cut that figure by about a third. PYMNTS says a Microsoft spokesperson confirmed the company has been steering staff toward GitHub Copilot, but said engineers can still choose other models. Meta is said to have cut internal Claude Code users from roughly 60,000 earlier this year to about 30,000, mainly by pushing its Claude Code competitor, Muse Code, and an internal-only tool called MetaCode. Meta did not comment.

Channel Insider adds some useful detail, drawing on other reports. In Microsoft's Cloud and AI division, individual monthly AI spending caps reportedly dropped from $100,000 to about $10,000 in most cases. Meta's MetaCode reportedly has more than 30,000 internal users and Muse Code more than 6,000. Layoffs also contributed to Meta's decline. Microsoft still offers Anthropic models to customers through Microsoft Foundry, and GitHub Copilot itself supports Claude. So moving staff to Copilot doesn't necessarily mean they stop using Anthropic models.

Our take: this is about money and loyalty, not quality
Read the headlines quickly and you'd think two tech giants tried Claude and gave up on it. That's not what the reports describe. Microsoft sells GitHub Copilot. Meta just put Muse Code on the market. Every developer still using Claude Code is a missed chance to test their own products on their own staff. That's ordinary corporate self-interest, not a review of the product. The more revealing number is the spending cap: going from $100,000 to $10,000 a month per person is the reaction of a finance team that saw the bill, not engineers who think the tool got worse.
The part that gets too little attention is how fragile enterprise seat counts are. Half of Meta's Claude Code users disappeared within one year, without any public announcement. Anthropic's revenue story depends heavily on business customers, and this shows how quickly a company that is also a competitor can redirect its staff. If you're tracking Anthropic before a possible listing, that concentration risk matters much more than any single model benchmark.
On June 1, Anthropic said it had confidentially submitted a draft S-1 registration statement to the SEC for a proposed IPO. It added that the offering will depend on market conditions and other factors, and that the number of shares and the price had not been set.

Who is affected, and what to do
Employees at Microsoft and Meta are directly affected, because their internal tool choices are being narrowed. Microsoft's customers are not: Channel Insider notes that Microsoft continues to offer Anthropic models through Foundry. None of the reports mention changes to Claude's consumer or API plans.

If your team pays for Claude through work
- Treat the coding tool, the model behind it and how you pay for it as three separate decisions. Changing tools doesn't always mean changing models.
- Put per-person spending limits in place before finance does it for you with a blunt cap.
- Check how your contract handles price changes. API rates can be updated with notice (see the terms below).
- Before you commit for a year, measure whether a tool actually speeds up your work, not just how many people use it.
Anthropic may update the published rates, to be effective the earlier of 30 days after the updates are posted

Why this matters here: Anthropic's commercial terms let it change published API rates on notice. Nothing in this week's reports says Anthropic is changing prices. But if you're building a budget around Claude, prices are not something you can control. Your own spending limits are.

Overrated vs. underrated
Overrated: the idea that 'Big Tech is dumping Claude.' Underrated: Microsoft still sells Claude to its customers while limiting its own staff's use. That says more about Microsoft's margins than about which model is better.
