Short answer
Mostly not the people paying monthly for Claude.Reuters saw a copy of Anthropic's confidential IPO filing, and CTech by Calcalist republished its report. According to that report, subscriptions brought in $789 million of Anthropic's nearly $4.6 billion in 2025 revenue. About $3.8 billion came from consumption-based customers, who pay for the amount they use. Anthropic told prospective investors it expects consumption revenue to remain "the substantial majority" of sales for the foreseeable future. Cloud marketplaces handled about $2.16 billion, or 47% of the year's revenue.Source: Anthropic relies on Amazon and Google for nearly half its sales (CTech by Calcalist, via Reuters) · 2026-10-04; Exclusive-Anthropic IPO prospectus lays bare deep dependence on Big Tech partners (Reuters, via The Star) · 2026-10-04
The numbers in the filing
Reuters reports that Anthropic's revenue grew roughly 12-fold in 2025, while its operating loss more than doubled to over $8 billion. Anthropic paid the cloud platforms about $351 million in distribution fees. Two unnamed customers each accounted for 12% of revenue. The US made up nearly two-thirds of sales. According to CTech's version of the report, the cloud-marketplace share of sales has risen sharply: 11% in 2023, 32% in 2024 and 47% in 2025. The filing also says this dependence "creates complex dynamics that could give rise to conflicts of interest" and could hurt Anthropic's access to compute.

One caveat matters for subscribers. Neither report breaks the $789 million down by plan. That means we can't tell how much came from individual Pro and Max subscribers and how much came from business seats. The filing is also confidential: Reuters saw it, but Anthropic has not published it.

Our take: subscribers are the side dish
Do the math: $789 million is about 17% of $4.6 billion. Pro and Max are only part of that 17%, so individual subscribers are a small part of Anthropic's business. Developers paying per token, often billed through AWS or Google Cloud, are the main business. When compute is short and someone's limits have to tighten, the customers spending billions through the cloud marketplaces will get priority. That isn't malice, and it isn't a conspiracy. The revenue mix simply makes it the rational choice. Anyone who thinks a wave of angry Max cancellations would change Anthropic's plans should look at these numbers.

Why this clause matters: in plain English, Anthropic says it may add or remove features and "increase or decrease capacity limits." (That is our translation, because the terms page loaded for us in Korean.) The same terms say Anthropic won't change your subscription fee during your current initial or renewal period, and that it will give at least 30 days' notice before any fee increase. Your price is protected for the period you've paid for. Your usage limits are not protected in the same way.

Usage limits already change, sometimes in your favour
Crypto Briefing reported in August that Anthropic would raise standard weekly usage limits by 25% starting September 14, 2026. The same report says a temporary 50% increase to Claude Code's weekly limits had been available to Pro, Max, Team and legacy Enterprise users, and had been extended through at least August 31, 2026.

Anthropic presented that as good news, and for many users it was. But if you lived inside Claude Code during the summer boost, a permanent 25% increase can still feel like less room than you had. That's the pattern we expect after the IPO: subscriber limits will be set to fit whatever compute is left over, not promised in advance. Anthropic's plan pages describe Max as a multiple of Pro usage rather than a fixed number, which leaves Anthropic plenty of room to adjust.
What's overrated and what's underrated
Overrated: the idea that an IPO will make Anthropic more generous to subscribers to boost user numbers. Public-market investors will look at margins, and 17% of revenue doesn't drive margins. Underrated: the Amazon and Google angle. The filing itself warns of possible conflicts of interest with the platforms that sell Claude and supply Anthropic's compute. If those relationships get tense, subscribers on Anthropic's own app have the least leverage of anyone involved.
What a Pro or Max subscriber can actually do
- List the workflows that would break if your weekly limit shrank, and keep a fallback ready for each one.
- If you use Claude heavily for coding, compare what you pay for your plan with what your real usage would cost on Anthropic's pay-as-you-go API.
- Annual billing protects your price for the period you've paid for, per the terms, but it doesn't protect your usage limits.
- Watch your inbox for the 30-day notice the terms promise before any fee increase.
